Commercial cleaning RFP checklist
Make Every Provider Bid on the Same Scope
Commercial cleaning proposals cannot be compared consistently when each provider receives different information. A useful request for proposal defines the spaces, tasks, service frequency, access, supplies, exclusions and quality expectations before pricing begins.
Quick answer
A commercial cleaning RFP should give every bidder the same room inventory, task frequencies, site constraints, supply responsibilities and quality requirements.
Require providers to separate recurring service, optional work and exclusions so the final comparison reflects scope, not just price.
- Facility data
- Size, spaces, use and operating schedule
- Service scope
- Tasks, frequencies, supplies and exclusions
- Bid format
- Comparable pricing and management information

What Should Facility Managers Include in a Cleaning RFP?
The strongest RFPs reduce guessing before the walkthrough and proposal.
-
Facility Profile
List buildings, usable square footage, operating hours, occupancy and facility type.
-
Room + Surface Inventory
Identify restrooms, offices, shared spaces, floor types and restricted or specialty areas.
-
Tasks + Frequencies
Connect each required task to a room, service interval and presentation standard.
-
Site Requirements
Document access, security, parking, storage, training, insurance and communication needs.
Normalize the scope before pricing

State the regular service price and exactly what schedule it covers.

Optional Services
Separate periodic and project work with clear scope and pricing.
-
Exclusions and Bid Assumptions
List excluded tasks, materials, site conditions and assumptions.
-
Management Plan
Define startup, inspections, communication and corrective action.
Procurement workflow
How to Compare Commercial Cleaning Bids Consistently
-
Issue One Scope
Give each qualified provider the same facility information and requirements.
-
Hold a Structured Walkthrough
Use the same route and question set while documenting material site conditions.
-
Normalize Exceptions
Put assumptions, exclusions, frequencies and optional services beside the base price.
-
Evaluate Total Fit
Compare scope, management, transition risk and service quality before comparing price.
Common mistake
The lowest bid may simply contain less work.
Normalize task frequency, supplies, periodic work, staffing assumptions and exclusions before comparing price.
Practical next step
Build a bid-comparison worksheet before proposals arrive.
Use RFP sections as comparison columns so omissions and inconsistent assumptions become visible. The checklist builder above gives you a starting scope.

Frequently asked questions
Cleaning RFP FAQs
Use these answers when preparing procurement documents and evaluating proposals.
What information should a commercial cleaning RFP include?
Include facility size and use, room and surface inventory, tasks, frequencies, operating hours, access, security, supplies, periodic services, exclusions and quality expectations.
Should every bidder attend a walkthrough?
A structured walkthrough helps providers verify conditions and reduces inconsistent assumptions. Give each provider the same information and document material answers.
How should cleaning bids be compared?
Normalize scope, frequency, supplies, periodic services, exclusions, staffing assumptions, management support and transition planning before comparing price.
Should specialty services be part of the RFP?
List required periodic services, but ask providers to price them separately when that makes recurring costs easier to compare.
What quality-control requirements belong in an RFP?
Request inspection cadence, reporting methods, communication contacts, corrective-action timelines and the process for reviewing recurring issues.
What should be excluded from a commercial cleaning RFP?
Do not imply technical repairs, pest control, hazardous-material response or other specialty work unless the correct qualifications and scope are explicitly included.
